Before placing an FSC mark on packaging or promoting it on a website, identify the intended use and the organization responsible for permission. On-product labeling and brand promotion have different routes. A supplier certificate screenshot doesn’t establish your right to copy its mark into new artwork or describe every package as certified.
For a small brand, the first distinction is between ordering correctly labeled packaging and making a separate promotional claim. Resolve both with the relevant FSC body and the actual supply-chain participants before approving the artwork.
Separate the packaging label from its promotion
FSC’s trademark-use guidance describes on-product labeling by certificate holders and promotional use by organizations with a promotional licence. It does not give every purchaser unrestricted permission to reproduce the marks.
Identify where the proposed mark will appear: on the package, on a product listing, in a brochure or in another advertisement. Show the intended layout and wording to the party responsible for that use. If the packaging will carry an on-product label, ask the certified supplier how that label will be prepared and authorized for the actual order.
Keep promotional artwork separate from the supplier’s packaging artwork. An approved placement on one package doesn’t establish that a banner, collection description or company-wide statement is acceptable.
Follow the actual purchasing chain
Record which organization supplies and invoices the packaging, and which organization applies the label. If an intermediary takes ownership, keep that fact visible when asking about promotional eligibility.
The FSC US promotional licence application page lists four eligibility conditions:
- The product carries an FSC on-product label applied by an FSC-certified company.
- An FSC-certified company supplies and invoices the product directly with an FSC claim. No intervening company takes legal ownership.
- The products fall within each relevant certified company’s chain-of-custody (CoC) certificate scope.
- The product will undergo no repackaging, relabeling or alteration.
The linked FSC US application form, Version 1, October 2024, is for companies headquartered in the United States. If the applicant is headquartered elsewhere, contact FSC US to confirm the responsible trademark team and the appropriate application route before using this form.
These are criteria for that US application route. Give the FSC team the actual purchasing chain and operations, including who fills the box, adds components, applies labels or changes the supplied package. For example, describe a brand placing jewelry inside an FSC-labeled box and ask how the criteria apply to that operation. This page alone does not decide whether that brand is eligible.
Ask the relevant national or regional FSC team to assess the actual arrangement. A sourcing coordinator, manufacturer, reseller and brand can have different roles. Don’t omit one because the certificate belongs to a well-known upstream supplier.
Prepare a permission question with a clear subject
Use this comparison to send the right question to the right party.
| Intended use | Question to resolve | Material to show |
|---|---|---|
| Label on the supplied box | Who prepares and authorizes the correct on-product label for this configuration? | Box specification, supplier identity and proposed artwork |
| Claim on a product page | What permission and approved wording cover promotion of this packaging? | Supply-chain evidence and exact page claim |
| Mark in a brand-wide campaign | Does the licence cover this proposed promotional use and scope? | Campaign layout and the products it describes |
| Statement covering a whole set | Which components actually qualify for the statement? | Box, insert, sleeve and other component identities |
The table organizes a request; it doesn’t assign eligibility or approve a trademark use.
Avoid expanding a component claim to the whole set
In a hypothetical gift set, the box supplier proposes FSC-labeled paperboard packaging, while an insert and ribbon come through different routes. The brand should identify what the proposed label covers before describing the entire set.
Ask for the actual order’s supporting information, not a generic certificate presented without a product relationship. If the brand later changes the box supplier or the way it purchases packaging, return that transaction to the responsible reviewer. Keep the previous permission’s scope visible rather than treating it as permanent approval for every future order.
No FSC status is established by this example. Packrivo’s material-claim evidence guide explains the broader job of matching a statement to its component and evidence.
Hold the mark until the route is confirmed
Give the designer authorized artwork and approved wording through the actual permission process. A downloaded logo, a mockup or a certificate code found online is insufficient as an instruction to print.
The artwork handoff checklist keeps this pending item attached to the file that will reach the printer. Leave it open until the appropriate party confirms the actual use.
FSC US’s eligibility page and linked application form checked 9 October 2026; the broader trademark-use guidance was checked 8 October 2026. This article explains questions for buyers and does not establish Packrivo certification, licence status, supplier eligibility or permission to use any FSC mark. No FSC logo is supplied here for copying.
A different ownership chain needs a different permission question
Compare two invented ownership maps without assigning certification to any participant. DIRECT27 places supplier S before brand B. INTERMEDIARY27 inserts I as an entity assumed to take legal ownership before B. The first map also assumes S invoices B; that is an example transaction relationship, not evidence of an FSC claim. The second identifies a fact the relevant team must assess rather than hiding I behind a general supplier description.

For each chain, retain separate questions about the label applier, invoice claim, relevant certified product scope, actual alteration or filling and the responsible promotional-licence team. The current FSC US route requires all four eligibility conditions described in the original article; a supplier letter can be an evidence form without waiving the direct-sourcing condition. The linked application is Version 1, October 2024 and is limited to US-headquartered applicants. A company elsewhere needs the appropriate team and route confirmed.
Keep the packaging subject distinct from the complete gift set. SET27 names BOX_BX1, INSERT_IN1 and RIBBON_RB1 as separate evidence subjects. A proposed label on the box does not establish the status of the insert, ribbon or jewelry placed inside. Describe that filling operation and the resulting product identity to the responsible FSC team; this worksheet makes no automatic eligible or ineligible judgment.
On-product labeling and brand promotion remain separate permissions. FSC’s 2026 certificate-holder trademark standard has a transition period and does not confer a promotional licence on a non-certified brand. Show the exact proposed page wording and intended scope through the actual permission process. No logo, certificate, approved claim or licence is supplied here, and every actual organization, order reference, operation, decision and evidence field stays empty.
Download the FSC packaging ownership component permission scope record (.csv). It includes the original table fields and scenarios alongside the added relationships. HYPOTHETICAL rows are editorial examples or required review scopes, not actual records. Actual quantity, configuration, component and file identities, materials, process, specification, copy, method, condition, observation, owner, decision, evidence and dates are blank. ACTUAL_BLANK is a separate empty starting row; enter permitted project evidence before using an actual record. A blank means unknown.
Use the Packaging Material Claims Need a Defined Evidence Scope for its separate question. Use the Recycled Content and Recyclability Describe Different Claims for its separate question. Use the Packaging Artwork Handoff Checklist for Print Approval for its separate question.
Additional official reference: FSC certificate-holder trademark standard V3-0. Published 1 January 2026, effective 1 July 2026, with transition ending 1 January 2029. Certificate-holder scope does not confer a promotional licence on a brand or determine this fictional transaction.
FSC source scope checked 17 October 2026: the cited global trademark guidance, FSC US promotional application and certificate-holder standard address different applicants and uses. The US application is Version 1, October 2024; the certificate-holder V3 standard has its own effective and transition dates. The ownership paths and component records here are hypothetical and supply no invoice claim, product eligibility or trademark permission. The actual transaction chain, certificate and product scope, applicant, label application and applicable approval documents must be established separately; purchasing labelled packaging does not itself confer on-product or promotional rights.
